Oceanfront is one lane inside a Wailea-Makena practice

Dennis Rush works oceanfront and beachfront property as a specialty, and it sits inside a wider practice: his sales also include condominiums, homes and land across Wailea-Makena, Kihei and Maui Meadows.

All four of his Wailea Beach Villas sales since 2021, $25.4 million in all, two on each side, are beachfront or oceanfront residences; the largest, G301 at $10.9 million in July 2023, is oceanfront, with Dennis representing the seller. 15 Malukai Lane in Wailea, $13.7 million in February 2024, also a seller-side sale, is beachfront. He has also sold beachfront and oceanfront condominiums at Polo Beach Club and Wailea Point.

In Makena, his two largest sales, 38 Ualei Place and 4557 Makena Road, are ocean-view homes.

For a waterfront property, the pricing analysis adds factors a standard comparison leaves out. In his rate-of-sale article, Dennis writes that the team may go further “by evaluating beach quality, ocean access, privacy, views, lot characteristics, zoning, vacation-rental eligibility and replacement cost.”

Dennis Rush works most often for sellers

Dennis represented the seller on 48 of the 73 sales in his record. His pricing starts from how fast comparable property is actually selling. In his article on rate of sale and months of inventory, he writes that “in an ultra-luxury market, there may be only a handful of truly comparable properties and buyers,” and asks sellers to add a second question to “what is my property worth”: “At this price, what is the probability that my property will sell within my desired timeframe?”

Before a listing goes live, he walks owners through the paperwork that decides what they net. For a seller who is not a Hawaii resident, Hawaii law requires the buyer to withhold 7.25% of the amount realized unless an exemption or a withholding certificate applies, and Dennis gives sellers his own decision chart for which State forms to file and when. The rental rules Dennis Rush walks condominium owners through

For a condominium owner in Wailea-Makena, zoning now decides whether vacation rental use can continue. Under Maui County’s Ordinance 5909 (Bill 9), signed December 15, 2025, transient vacation rental use in the apartment districts, A-1 and A-2, must cease on January 1, 2031 in South Maui, including Wailea and Kihei, and on January 1, 2029 in West Maui. The phase-out does not apply to rentals in the hotel districts. This is the rule as of October 21, 2026; the team updates its guides when the County acts.

Dennis’s record includes sales on both sides of that line: at Wailea Beach Villas and Wailea Point, which a County planning list dated January 24, 2020 shows as allowed short-term occupancy by their zoning, and at Wailea Ekahi, which is on the County’s list of apartment-district properties that Bill 9 reaches. Dennis Rush grew up in Northern California. He is an Eagle Scout, served six years in the Army National Guard and holds a degree in Business Management.
